Sub: Advisory circular for registration of beneficiaries on ICEGATE– reg.


Dear Members,


1. Customs has introduced Single Window Interface for facilitating Trade (SWIFT) as part of ease of doing business initiative to integrate Customs and other Participating Government Agencies (PGAs) for seamless processing of import and export clearances. One of the components of SWIFT is e-SANCHIT. Under e-SANCHIT, the system allows a trader to submit all supporting documents for clearance of consignments electronically with digital signatures. This obviates the need for the trader to approach different regulatory agencies with hardcopies of the documents, thereby making the entire process of consignment clearance paperless. It has been made mandatory that all the importers and Exporters are required to upload the documents relating to regulatory compliances electronically.

2. CBIC brought all the Participating Government Agencies (PGAs- EPCs / Trade Bodies) - on board e-SANCHIT whereby instead of importer/ exporter, the PGAs will upload the Licenses, Permits, Certificates and other Authorizations (LPCOs) on e-SANCHIT. For this, it is a prerequisite that the beneficiaries of LPCOs are essentially registered on ICEGATE. CBIC had issued Circular No.35/2018-Customs dated 1.10.2018 for registration of beneficiaries on ICEGATE wherein all the importers/ exporters, customs brokers or any other beneficiary transacting with customs were requested to come forward and register on ICEGATE.  In addition to this, CBIC has introduced simplified auto registration of the beneficiaries (IEC holders) vide Circular No. 14/2019-Customs dated 3.6.2019.  

3. The Council has also forwarded all the circular issued by CBIC on the subject from time to time and inspite of above Circulars, out of 51 PGAs brought on board on e-SANCHIT, 18-20 PGAs (EPCs/ Trade Bodies- in the absence of cooperation from member exporters of the EPCs) are only uploading the LPCOs. It has been brought to the notice that the EPCs are unable to upload the LPCOs on e-SANCHIT solely because the beneficiaries are not coming forward to register themselves on ICEGATE.  

4. To tap the benefits of e-SANCHIT, it is requested that the IEC holders transacting with Silk Council are directed to mandatorily register on ICEGATE before applying for any LPCO. While applying for issuance of any LPCO, a certificate to the effect that the beneficiary (importer/ exporter) has registered with ICEGATE with an updated authentic email id shall be furnished. It is once again requested to kindly follow the above guidelines issued by CBIC and register yourself/ your company on ICE-GATE with your registered email ID and inform the Council about your registration on ICEGATE with reference number.
